The locality classification Charlo escalates rates to.
MMM grades a location by remoteness and town size. Inside Charlo it is the locality leg every source rate is normalised to.
01What MMM measures
An Australian Government classification that sorts every location into seven classes by remoteness and town size.
- MM1 Metropolitan areas
- MM2 Regional centres
- MM3 Large rural towns
- MM4 Medium rural towns
- MM5 Small rural towns
- MM6 Remote communities
- MM7 Very remote communities
In shortCharlo uses MMM as the controlled locality classification for rate normalisation. When you run a Rate Preset you pick a target MMM, and each cited source rate is adjusted to that class.

02The locality leg of the escalation
A source rate moves to a target basis through three normalisation legs. MMM is the locality one.
- Locality is a ratio: the target locality factor divided by the source locality factor.
- Any remote or regional loading already in the source rate is normalised out before the target locality applies.
- It is not a target-only uplift stacked on top.
Key pointTarget MMM is the class you want rates adjusted to, not a source filter. Each class maps to a factor in the Locality Factor MMM Tier Table you manage in Update Assets.

03Look up a locality on the map
Search a locality or pan the map. The coloured overlay is the MMM layer.
- Use the Map filters to show one class at a time, or jump to an example.
- Click a point to read the controlled MMM tag returned for that location.
- The same tag feeds the knowledge base as an MMM metadata tag.
Where you use itYou pick the target MMM when you run a Rate Preset. Charlo then adjusts each cited source rate to that locality class.
